The narrative is simple and predictable. The world of police procedurals may be filled with many serial killers and terrorist organizations, but it's also a world where justice is always served. Being able to escape from real-life injustice is a major reason police procedural have become so popular. This intrigues people and viewers who like genres that can be realistic but not at all times which has a mixture of fantasy and real life.
